Sustainable Tourism Definition Sustainable Tourism involves social responsibility, a strong commitment to nature and the integration of local people in any tourist operation or development. Sustainable tourism has several definitions. According to the definition of the Federation of Nature and National Parks, sustainable tourism is: ââ¬Å"All forms of tourism development, management and activity that maintain the environmental, social and economic integrity and well-being of natural, built and cultural resources in perpetuity. â⬠(FNNP, 1993) Sustainable tourism is defined by theà World Tourism Organisation(WTO), theà Tourism Councilà (WTTC) and theà Earth Councilà as: Sustainable Tourism Development meets the needs of present tourists, host regions while protecting and enhancing opportunity for the future. Sustainable Tourism Development The significance and volume of tourism shows that it is not enough to develop new forms of ââ¬Å"alternativeâ⬠tourism in order to minimise the negative effects and maximise the positive impacts of tourism development. The whole sector must be developed and managed in a way that it does not damage the natural and socio-cultural environment. In my point of view it can be fully executed if the government, the managers and leaders of tourism industry recognise the harmful and negative effects of tourism and they introduce more regulations related to sustainability, they motivate tour opartors to promote this type of tourism among their clients and they release more related ads and topics in media. This is the responsibility of the world-wide tourism industry. The concept of sustainable development was introduced by the World Commission on Environment and Development in the Brundtland Report in 1987, defining sustainable development as ââ¬Å"development that meets the needs of the present without compromising the ability of future generations to meet their own needsâ⬠. Since its publication, the role of tourism has been analysed and the concept of sustainable tourism appeared. The main message of the Brundtland Report seems to be more and more accepted by the tourism industry all over the world. For example in my village and in the neighboring settlements exist tourist groups who regularly participate in different type of nature-based tours. They often go hiking, climbing, they participate on wine tours, visit thermal bathes or observe animals. They like nature and activities connected to nature but it is not guarantee that they conserve the nature and they improve the place they visit. Green Tourism Often used inter-changeably with eco-tourism and sustainable tourismà but more precisely described as ââ¬Å"any activity or facility operating in an environmentally friendly fashionâ⬠. A lodge with composting toilets and solar powered lighting is probably ââ¬Å"greenâ⬠. There are varying degrees of ââ¬Å"greennessâ⬠; an awareness of where resources are coming from and where wastes are going is at the heart of the idea. Therefore I think there are some companies which are not totally aware of the meaning ââ¬â¢ecoââ¬â¢ and they use it for their advantage. Segmentation Successful market segmentation and targeting involve the appropriate matching of tourist needs with the experience being offered, and, in the case of sustainable tourism, the need for this match is particularly important (Tregear et al. , 1997). Tourism organizations need to give greater consideration to segmenting their market with a view to concentrating on those categories of visitor that are not only economically attractive, but are also likely to be susceptible to messages aimed at encouraging them to adopt sustainable behaviors (Dinan, 2000). I think that during the segmentation process the tourism organizations can choose the right target group who will address later with intensive markerting campaign. On the other hand it is also important to deal with people who are not yet the ecaxt target audience. There are key members, for example the tour oparators or travel agents who can influnce the tourists and encourage them to pay greater attention to sustainable tours. Marketing mix All elements of the marketing mix need to be in harmony in order to increase the success Product If we would like to achieve more sustainable tourism we should developing products which are more sustainable in nature- conservation holidays, vacation packages using public transport rather than private cars, small-scale rural community-based tourism initiatives- and moving away from offering products which are intrinsically not sustainable- hunting trips, destinations with poor environmental standards. Intermediaries between tourists and tourism service providers are tour operators who create complete holiday packages and bring together a variety of services. These packages are marketed to customers either directly or through travel agents. Each package generally consists of accommodation (often with food service), transport both to and from the destination, ground transport within the destination and events or activities. Today, many consumers expect from the tour operators to supply them products which provide not just quality and value-for-money, but also safeguard environmental and social sustainability. I have heard several times that the tourists were not totally satisfied with their holiday. Maybe the accomodation had not that quality what the travel agency promised or tourists did not receive a service or the visited place were not an ecotourist destination however they paid for it. I guess in these cases the travel agencies are quilty or faulty because they always have to be aware of the services they offer. They always should have up-to-date information and organise trips for the agents in order to get familiar with the offered destination. ââ¬â Provide a satisfactory level of profit for the tourism industry ââ¬â Generate an appropriate level of benefits for the host community ââ¬â Cover costs involved in putting right any damage caused by the tourist to the environment ââ¬â Pay for the resources consumed by the tourist Place Place refers to the location at which any service component the subject of the marketing campaign will be delivered. Place also refer to the channels of information that are used to spread the message. Promotion I think promotion has the most important role of all elements of marketing mix. By using promotional techniques we can create more sustainable forms of tourism. We can reach large number of people by suing promotional methods. Sustainable promotion should focus on promoting and advertising a tourist site, highlighting the unique characteristics of the area in order not to cause disappointment and frustration among tourists. It is important to promote brochures and advertisements which reflect reality. In my opinion it is necessary to show pictures of a given destination in order to get more realistic picture. An other good idea can be to create a blog where tourists can share their experineces and give some advice for future travelers. Tourism organizations and destinations can also use literature and advertisements to raise tourist awareness relating to sustainability. They can undertake ââ¬Ëgreen marketingââ¬â¢ or promote soft tourism and infomr tourists of the impacts of their presence. Tools Communicating sustainability It is essential to inform tourists in a positive way about sustainability efforts and draw attention that environmental quality means quality tourism experience. If we talk about environmental quality we can mention the following: small-scale, quality service, personal relations, traditions, intact and protected nature, rest, modern lifestyle and healthy and local food. Eco-labelled products provide good quality service and quality products should respect the environment. Example Communication efforts of VISIT The European VISIT initiative developed its own communication strategy for environmental quality in tourism. In 2002, the VISIT image campaign was launched under the motto: ââ¬Å"Caring for the Environment â⬠¦ is caring for the Visitorâ⬠. This slogan connects environmental quality with the quality of the product and experiences in addition it raises the overall awereness about this topic. These programms should contain information about the direct and indirect impacts of tourism, the causes with his effects, the global and local issues, the immediate and long-term issues and good practices in the area. Key members of spreading information are tour operators. They can provide variety of information about sustainable tourism issues, encourage their clients to conserve, avoid negative impacts on environment and cultural heritage, to respect national egislation of the visited area as well as traditions of local communities. Education and awareness-raising is also required at all levels of government. The relevant ministries have to deal with tourism and enviromental issues. It is quite important to raise awareness within the academic sector responsible for training and research on issues regarding sustainable tourism. In my opinion the education and awareness programs m eans the most important tools of promotion and form the basis of the sustainable marketing. It is essential to start raise awareness in the kindergarten or in elementary school. If we show good example for children and we emphasize the importance of sustainability and preservation they will take this issue seriously form they childhood. I think that is the problem in many countries because people often feel that enviromental problems are just magnified and we have other problems in society or in our life which are more important or urgent. But it is not true because if we donââ¬â¢t take seriously these problems and donââ¬â¢t deal with that issue now maybe that we can do nothing in the future. It is the responsibilty of all people to conserve the environonment and draw other people attention to the importance of the issue. Ecotourism in Hungary In the last few years Hungary has taken a really proactive approach to ecotourism. The country has more than 300 nationally protected areas and over 1 000 locally protected sites. Hungaryââ¬â¢s attitude towards conservation and preservation is one that facilitates ecotourism efforts by local businesses and ecotourism demand from tourists. Hungary is a great place where tourists and local people can find number of way to relax and have fun. In the following Ià will show some good opportunity for ecotourism in Hungary. The hotel has the ideal potentials for ecotourism beacuse it has aà big garden and almost every food ingredients, vegetables and fruits come from that garden, there are lot of animals which are very popular among the hosts, they can stroke and feet them and the hotel is sorrounded by aà large yard with beautiful flowers and trees. They regularly organise traditional programs, for example riding days, arts and crafts camps or public picksticking. Ià really enjoyed working here. One thing which Ià can suggest to this hotel ââ¬â to promote themselves more in ecotourism way beacuse they emphasized mainly the accomodation and the related services and such values as nature, original agricultural traditions, calm atmosphere were less highlighted. Local Birdwatching Tours Hungary is home to an exceptionally diverse cascade of birds, making it anà attractive ecotourism destinationà for birding. The spring and summer onths are the best period for this type ofà ecotourism in Hungary, because most of birds are present. Ecotoursà describe themselves as theà natural leadersà in Eastern Europe. Ecotours offer a variety of tours to ecotourism destinations around the world, but the majority of their tours are in Hungary. Their tours are typically very specialised. They provide profesionally guided birding t rips, birdwatching, butterfly, wildlife, nature and culture tours. Taking a tour with Ecotours is a sure way to experience local fauna from one of the leaders inà ecotourism in Hungary. According to my opinion the countyââ¬â¢s potentials are good but maybe not well-exploited. People are not well informed about ecotours and ecotravels. In many cases those people are attending on these kind of tours who have similiar hobbies. For example people who like birds and animals they are mostly participating on professionally guided bird watching tours or on wildlife tours or people who love sports are attending on cycling or hiking tours. This is not problem because they can enjoy their hobbies. On other hand Ià think these programs can be promoted among people who are looking for aà relaxing weekend. Not just an expensive wellness hotel can provide carefree relaxation but aà trip in the nature can be memorable and restful. Hungary should more effectively and intesively advertise or promote its potentials. For example when Ià was working in aà travel agency in Gyor during my internship Ià did not meet with a brochure or catalogue which was focused on ecotourism. Our agency did not offer any type of program related to ecotourism. Ià know just some organised cycling tours in Gyor which can be mentioned as ecotourism. Sum up Ià think ecotourism must be developed and promoted in the following years beacuse despite of the favorable potentials, ecotourism is not quite popular in Hungary. As Ià mentioned good marketing and communication tools can greatly help. Conclusion It is obvious that the tourism is the fastest and largest growing industry in the world beacuse millions of people are travelling every year. Travel and tourism is an important part of the world economy. Fortunately people realized the importance of the environment therefore sustainable and ecotourism started to develope rapidly. Eco travel or travel for the purpose of experiencing wildlife, natural attractions and indigenous cultures has become the fastest growing segment of global tourism. Ecotoursim in Hungaryà is still growing and will likely continue to experience an increase in ecotourism operators as well as ecotourists. The country has a lot of potential and the right attitude therefore Hungary can become an attractive ecotourism destination in the near future. In my opinion building enviromental awereness is the most important part in the marketing process of sustainable tourism. It is very importatant to start education and awereness programs in elementary schools or kindergartens, organize free educational trips, supply reading materials about this issue. Education and awereness programs should address tourists, general public and government too. It is essential to draw attention to the importance of this topic because we have to care about the future generation. Amys son is then born; distinctions appear and she is either no longer able to love Yanko or she loves Yanko to such an extent that she finds she is incapable of joining Yanko on an earthly plane as Joseph Campbell describes page 159. Whatever the reasons may be, Amy refuses to aid Yanko in his time of need, resulting in Yankos death. There is a great change of heart from Amys first compassion for Yanko to her nonchalance of his death. However, the results may have only been a product of the different levels of love felt by Amy for Yanko. The general population of Brenzett treats Yanko an escaped lunatic when he is first spotted in the seaside town. He is whipped, stoned and beaten by many of the residents. In addition, he was captured and caged like a wild animal. He is described as a drunk, tramp, and creature. He is very different from the usual Englishman and is treated as such. He is segregated and is forced to work for Mr. Swaffer. However, one person sees through the differences. Amy, perhaps because of her stupidity or an ability to feel for Yanko, does not see a wild foreigner that screams at night and dances strangely. She saw only the similarities, the oneness of two human beings, and not the separateness. This is the basis of compassion, as Campbell shows. Thus, Amy is able to be selfless, boundless, without ego. This compassion shown for Yanko expresses the affection felt by Amy for the foreigner and is received by him as love. The love is returned by Yanko in his actions, when he buys Amy a green ribbon and eventually proposes marriage. This is one of the levels of love described by Joseph Campbell, compassion. It transcends differences and differences. The nature of the relationship changes after the two marry. It degrades from a higher, spiritual order of love to an animal passion. It is no longer a oneness for which Amy loves Yanko. Rather, it is the sex drive, the physical want of a male for a female and vice versa. This type of relationship, as Campbell states, still transcends differences and even loyalties. Conrad writes, Her infatuation endured. People saw her going out to meet him in the evening. She stared with unblinking, fascinated eyes up the road where he was expected to appear This clearly shows that Amy no longer feels compassion; instead, she feels passion for Yanko. Socially, it is more powerful to feel passion rather than compassion. However, Campbell asserts that compassion reveals a deeper understanding of oneness and connection rather than a lower form of love such as passion, the mere sexual longing for a member of the opposite sex. Therefore, what may seem to be a development of greater love for one another may in essence be the degradation of true love. Soon after, the passion evolves yet again. There is some ambiguity to what type of love it has been transformed into; there are two possibilities because of which Amy refuses to help Yanko. This seemed like a good idea to research and experiment on because I wanted to know if a plant could really "hear" or if vibrations through the air, which is sound, really affects the growth of the plant. I will be testing this using different types of music including rock, jazz, and classical music. The radish (raphanus sativus), a root crops which is very easy to grow. Radishes are cold hardy but cannot withstand heat. In the South, they grow in the fall through spring, and in the North, they grow well in the spring or fall. Some interesting types of radishes I came upon in reading my information were the "Round Black Spanish" and the "Sakurajima Mammoth" radishes. The Round Black Spanish radishes are black, as their name says, and the Sakurajima Mammoth can grow to be up to 70 pounds! (Doty, 1973) In my research, I found no information regarding plant growth and music. I also did not find any information around the subjects of plants hearing, or vibrations that help plants grow. In the north, it was completely successful because of the indigenous political and administrative structure on ground. In the west, it was partially successful because of the peoples contact with western education and in the east; it was a complete failure because of the republican nature of the peoples government. The fusion of western administration with the traditional African system produced a new structure which Nwosu (1977) says corresponded with Fred Riggs description of the pattern of role differentiation in a traditional society. At this early period, Nigerians were restricted to the lower echelons of the civil service. The south and the north; though amalgamated, still had their separate civil services. Principles of the Civil Service The civil service is guided by the triple maxims of anonymity, neutrality and impartiality. The principles of permanence are also seen as part of the maxims (Obiajulu Obi 2004). Anonymity: this states that civil servants should be seen and not heard. Though they advise political office holders on issues relating to government, they neither take the blame nor the glory of such policies. They are not expected to be seen defending such policies. Civil servants as far as possible are anonymous and should not be seen as craving for publicity. Neutrality: the civil servant must be politically neutral. His job is to serve the government of the day irrespective of what he feels about that particular government. He should not allow his personal prejudices color his dedication to his duty. He is not expected to be a card carrying member of a political party or get involved in partisan politics though he is expected to vote at election times. Impartiality: Civil servants are paid from tax payers money which does not belong to anybody or group in particular. They are therefore expected to discharge their duties without fear or favor in rendering such service to the public. The civil servant is expected to treat everybody with a high degree of impartiality. Permanence: the civil service is often defined as a permanent body of officials that carryout government decisions. It is permanent and its life is not tied to the life of any particular government. Government come and goes but the civil service remains. Functions of the Civil Service According to Obiajulu Obi (2004), the major function of the civil service is the implementation of government policies. Civil servants are not policy makers and are not really in a position to question government policies. Whenever a policy is made, it becomes the role of the civil servants to implement the policy the way the government of the day wants it to be. The federal and state civil servants play important role in policy formulation and advice. They play a major economic, social and educational objective of both the federal and state governments. The civil service also gathers statistical information for the activities of the government. Senior civil servants also have to inform the public about the achievements, abilities and problems facing the government. Also, Ezeani (2005) noted that the civil service is a store of knowledge of past government decisions and procedures. Thus, it plays an educative role by assisting professionals and military political executives (as is the case in Nigeria), especially the new ones to adapt themselves to the realities of their offices (This Week, 1988:19). The civil servants also play investigative and regulatory functions. CHAPTER TWO Structure of the Nigerian Civil Service The civil service is mainly organized around the federal ministries headed by a minister appointed by the president, who must include at least one member of the 36 states in his cabinet. Presidents appointment is confirmed by the senate of Nigeria. There are less than 36 ministries. In some cases, a federal minister is responsible for more than one ministry and a minister may be assisted by one or more ministers of state. Each ministry has a permanent secretary who is a senior civil servant. The ministries are responsible for various parastatals (government owned corporations) such as education, National Broadcasting Commission (information) and Nigeria National Petroleum Corporation (NNPC). Other parastatals are the responsibility of the office of the presidency such as the Independent Electoral Commission, the Federal Civil Service Commission, etc. Role of the Civil Service in National Development The civil service is a vital part of government machinery and its role is decisive in ensuring the stability of governance, its quality and ability to perform and push the frontiers of national development. According to Edozien, a former permanent secretary, the civil service inherited from the British was effective, efficient offered a socially responsible service and was well respected and regarded by the political class. So also was the civil service under phase one of the national development plan covering 1960 1975). He said that phase two 1975 1999 started with a blow of the morale of the civil service as permanent secretaries were compulsorily retired and were barred form accompanying their ministers to federal executive council (FEC) meetings, while job security was no longer guaranteed. In developing states, why years of military and authoritarian rule in most developing societies have impacted negative political culture on the character and philosophy of the service, yet its role in national development cannot be undervalued. However, since military regimes and authoritarian rule have lost their appeal in modern government. The need to reform civil and public service to be in tune with democratic values becomes highly imperative. An efficient civil service acts as a catalyst in the development of all nations. While on the other hand, its inefficiency can constitute as one of the heaviest mill stones round the neck of developing nations. Therefore, it is important to most that the civil service must be efficient to service the newly found democratic project for stability and survival of the polity. Since it is the vehicle and machinery of public policy formulation and implementation, it is also to be noted that democracy with its attractive values will enhance the workings of the public service and redefine, reorient and reposition it to be more affective, mobile and productive partner in national reconstruction agenda (Ayodele and Bolaji). Bureaucratic bottleneck, high levels of corruption and personalization of governmental affairs exhibited hitherto by the civil service are highly anti-democratic. Democracy is expected to bear on the attitude and change this negative democratic attitude to service. Democracy has rekindled the expectation and optimism of the people in the ability of the civil service to be relevant to he challenges of growth and development. The strategic relevance of civil service in policy formulation and implementing cannot be over emphasized. In the developing societies especially in the immediate past independence era the public service assumed the pivotal roles as the vehicle of development. In fact, Ejifor (2003) posits that civil service in the developing societies is everything and that the most important catalyst of development is an efficient service while at the same time its inefficient constitute the heaviest millstones of any nation. This is similar to the view of Agagu (1997:233) who contends that public and civil service is the continuously active business part of government concerned with carrying out the law, as made by the legislative bodies in the process of organization and management. In scope, the influence of the civil service is not debatable; it remains definitely a major force in todays governance. The civil service contains a network of human relationships and associations extending from the highly influential government officials to the lowest paid and powerless individual charged with all resources, natural and human and all other aspects of the life of the society with which the government is concerned (Nnoli, 2000:44). In essence, public service is the totality of how progress and development are made in the society. The Nigerian civil service has faced a number of challenges, which has considerably undermined its capacity to serve as agent of national development. Such challenges include those of achieving technical competence, coping with public expectation and change, behaving ethically and maintaining constitutional order. The truth is that all these problems are inextricably linked to failure of the civil service to play its rightful role in system maintenance and continuity. Again, in order to enhance the nations development, the civil service under the auspices of the public service can partner with the private sector. In Nigeria and other developing countries, sustainable access to healthcare and other socio-economic services and products can be accomplished through public-private partnerships, where the government delivers the minimum standard of services, products and care, the private sector brings skills and core competencies while donors and business bring funding and other resources. Such collaborations will be especially productive in promoting poverty alleviation through partnerships as has been the case with polio eradication and other child immunization efforts. However, this public-private partnership would help to highlight perspectives on development, from leaders in civil society, government, business and the media, share information of development alternatives, provide forums for informed debate on related issues; seek to accomplish better understanding of the nature of relationships between governmental and non-governmental organizations and introduce conceptual frameworks for understanding such relationships. Intrinsic in the aforementioned objectives of typical public-private partnerships is the mission to contribute to the economic integration of a country/region accelerate its economic growth and sustainable development, engender and sustain private sector participation in traditionally public sector projects; and expand local assess to international markets, thereby ensuring the countrys deeper integration into the global economy. For Nigeria in particular, this could be done within the official NEPAD structure, ECOWAS and other regional economic communities in Africa, governments, private sector, civil society and other stakeholders. Finally, a vibrant and healthy civil service is the key to good governance and national development. Challenges of the Nigerian Civil Service According to Ezeani (2005), the Nigerian Civil Service has over the years been plagued by a number of problems which adversely affected its role as an instrument for socio-economic and political development of the country. The problems include: The nature of political competition in the Nigerian environment. The Military Rule and Nigeria Civil Service The history of post colonial Nigeria is fraught with military authoritarianism. This has reflected in its bureaucracy. Scholars agree that since 1966 when the military intervened in the Nigeria government and politics up to 1999 civil service has enjoyed enormous popularity due to the inability of the military class to dictate the pace of government without recourse to bureaucrats wealth of experience. It should be noted that civil servants are often used as stabilizers of the staff under military regimes. Generally, military administration manifests certain characteristics which are hallmarks of military regimes, these are: Method of Civil Service Appointment: The civil service has laid down rules and regulations guiding appointment, discipline and promotions. Under the military these processes are rubbished. Merit and seniority are relegated and mediocrity celebrated. This has brought into the service deep hatred among the rank and file of the system. This has undermined professionalism in the civil service. Decision Making Process: This under the military is usually centralized. There is no constitution, no rule of law, absence of separation of power, no democratic institution with the legislature, executive and judiciary. The decision making process are vested in one centralized body like the Supreme Military Council or Armed Forces Ruling Council. Related to the above is the military often acted with dispatch in administration. The tradition military culture has affected their method of operation even in official bus. By their training and due to their low educational background, they dont know their power limitations. Thus, most of them give appointment, promotions, contract and other forms of state privileges without due process. Absence of Separation of Powers and Function: over-concentration of power and function in one body is another feature of military regime. Military governments dont subscribe to separation of powers. Hence the issue of rule of law is out of the question. The doctrine of separation of powers presupposes that whatever power accruing to one organ shouldnt be interfered with by another. But the precepts of the military regime all governmental powers i.e. legislature, executive and to some extent, the judiciary, are concentrated in few hands. Prevalence of Spoilt System in Appointment: Often, appointments under the military are not done on merit. Successive military regimes often adopted some faithful members of the public into public administration without regard to their qualification. By this arrangement, sensitive federal and state positions were left for people who arent competent. This is in line with the military belief that any person can do the art of administration. Again because of military governments could be ousted any day it becomes a tradition among staff office occupiers to appropriate or personalize the trappings of their office. CHAPTER THREE How can National Development be fully Realized? Development has become more crucial in the developing countries to avert the lingering problem of bureaucratic maze paralyzed by partisan politics and ideological imperatives, poor coordination, implementation and sheer miscalculation that bedevil many administrative issues in the developing countries. These problems can be tackled through better monitoring accountability checks and more rigorous project evaluation. Development does not take place in a vacuum but in an environment, the environment in the field of development is a countrys socio-economic and political set up. To be conducive to national development, the civil service as an environment has to have minimum level of stability, peace and order. (Obi Obikeze 2004). National development is crucial in developing countries such as Nigerian to help them enhance their level of political economic, social and cultural wellbeing with the aid and instrumentality of the civil service. Recommendations Todays civil service needs to rediscover the time-honoured inbuilt system of training, retraining and adaptive skills in consonance with modern work practices and processes. It must imbibe the culture of innovation both in imagination and routine works as well as in developing appropriate tools for anticipating change and challenges. It must be able to institutionalize change in modern governance and societal development. It must see itself as a tool for the promotion of growth, peace, stability, development and democracy. Conclusion In conclusion, for the civil service to be both relevant and effective, it must rediscover its cherished tradition of service, loyalty and excellence and complement them with integrity, credibility, leadership, innovation and transparency in the management of scarce resources. With this, the Nigerian civil service can be capable of meeting modern challenges of national development.
